Why not give Kanta the ability to ban members ?
I run a forum using phpBB & all my moderators can ban people and have the option to remove all their posts in one go.
If this forum had at least 2 admins and 4 moderators who can ban members, which a forum of this size should have, then all new members could be subject to admin approval & people like this can be banned quickly.
Also they should consider upgrading to phpBB3, this forum uses version 2 which is obsolete, version 3 has some very good anti-bot plugins & the ability to report posts and members at the click of a button, and there is also a games arcade add-on with hundreds of free games !

I really haven't got a clue why there's still this outdated software on this server and why no-one ever thought of giving admin powers to more capable people.

Agreed with Dr_Jones: the forum software is so outdated that upgrading to a newer version of PHPBB would destroy the previous content (not that one should use PHPBB anymore to begin with), and the admin situation isn't going to change on this site (as seen in the past 12 months).

So the most obvious option would be to start a new forum, but who would really want to take all that effort (forum software, server upkeep etc.) for a new JMJ forum? After all, this site seems to require 0% attention from the admins, otherwise they'd actually be active, and that it doesn't appear to be a financial burden since otherwise they'd have pulled the plug years ago.

It is possible to upgrade from phpBB 2 to 3

Then if you wanted to upgrade to 3.1 you would have to first upgrade to 3.0

The only downside is the theme won't work & a new theme would have to be created from scratch which is very time consuming.
It can also be done offline using software called Wamp Server then if anything goes wrong the actual forum is not affected which is what I do when doing a major update then once everything is working as it should I upload the files & database to the server.
