Sometimes it's not the sole responsibility of the artist. Things can and do slip through the net. One reason, for the case of these Jarre remasters, could be down to the amount of albums being worked on. We do not know the time frame each album gets. Then there is whether Jarre is present 24/7 with these albums. That I doubt when you look at all these venues he attends.
