I'm guardedly optimistic about this concert, it could be an amazing event and a return to the mega concerts of old :)

Though, ITM Productions promotes the concert as being official, actually...

Let´s see what the council decides next tuesday.
It will be item No 2 on the schedule of the council.

The planing commitee recommends the council to approve...
RECOMMENDATION:
That the Council APPROVES the use of Langley Park Reserve
for the ‘Rendez-Vous Perth’ Jean Michel Jarre concert to be
held on 17 November 2012 for the period 26 October 2012 until
26 November 2012, subject to the applicant agreeing to:-

1. indemnify the City against any claim arising from the event
and the use of the reserve and to hold a Public Liability
Insurance Policy with a limit of indemnity of $25,000,000;

2. accept the reserve hire fee of $12,215 (inclusive of GST),
Public Building fees, Noise Regulations and Temporary
Buildings Application fees, together with the prior payment
of a $30,000 damages bond, the whole or part of which may
be refundable;

3. cover all costs for the provision of any City supervision
and services, noise monitoring, on-street parking
management (estimated at $6,200), road closure
advertisements, cleaning of the reserve or damage to the
reserve resulting from the event and any other costs
identified in the management plans to mitigate any risk;

4. submit a Certificate of Design Compliance and a Certificate
of Construction Compliance in accordance with the
Building Act 2011;

5. prepare a Noise Management Plan to comply with the
requirements of the Environmental Protection Act 1986 and
the Environmental Protection (Noise) Regulations 1997;

6. comply with any of the requirements of Part 6 of the Health
Act 1911 and the Health (Public Buildings) Regulations
1992;

7. provide management plans to cover Risk, Communication,
Traffic, Parking, Transportation, and Disability Access and
Inclusion to the satisfaction of the City, one month prior to
the event;

8. notify all residents along Terrace Road of details of the
proposed concert at least three months prior to the event,
in addition to any notification required in accordance with
the Environmental Protection (Noise) Regulations 1997 and
as part of the applicant’s noise management measures.

Conclusion:


If the applicant’s expected number of (80,000) spectators do attend, it will be one of
the largest events to occur on Langley Park. The applicant will need to prepare a
number of management plans to ensure that the event is safe and successful. These
plans will need to satisfy requirements of the City, Police, emergency and transport
authorities.
Jean Michel Jarre is renowned for providing spectacular outdoor music concerts
featuring lights, laser displays, and fireworks. It will provide Perth with a rare
opportunity to experience such a visually exciting free concert and should be
supported.
