I have this from the box, but surely this means someone's missing a Cities In Concert somewhere?

It's good but I think the track listing is the same as on the 1997 remastered Houston/Lyon

It's not that rare. It was indeed included in the 10th anniversary boxed set, but it was also available seperately in a french and european issue. Contentwise it's the same as the Sony Remaster from 1997.

German version are the better ones because mix is analog (symbols AAD instead of ADD for french releases).
All polydor releases have been mixed in analog.
