He probably means a copying levies that needs to be (at least in Germany) paid when buying a device to play protected content . Sure this can also be a Smartphone. Does he mean that, he has formulated it misleading (or I don´t understand because of my poor english  )
:nico:
I guess in other countries, there is not. It seems he is following the German laws and GEMA .
Here you must also pay royalties for for each public event. Each ! For example, the carousel, play music, Music on school events, clubs, etc. The GEMA has greatly increased fees from the beginning this year for clubs and discos. So much , that even the famous Berghain in Berlin wanted to close. The GEMA has sued Youtube, and won in court. Therefore, we can`t see a lot of Youtube Videos here in Germany. :(
I think with the GEMA he has a strong backing for his ambitions, maybe also from other countrys ?

Jarre is currently being ridiculed for this statement in several online newspapers and blogs.
I believe there must have been typo sentence errors in the statement...

The smartphone it is we, the creators, are "smart" - Jean Michel Jarre, President of CISAC

We must work together with online giants to agree on the distribution of income, find a business model helps to honestly share influence and communicate them to developers." You need a "business partnership" rather than excessive taxation and excessive charges. "We are not enemies giants, on the contrary - he argued Jarre. - We can not treat the internet business as enemies are close to us, so we need to establish a dialogue with them. But they must understand that the smartphone it is we, the creators, we are 'smart', is produced by our content allows them to multiply the influence of advertising."

Copyright is a modern solution, said Jean Michel Jarre, giving developers the freedom and the freedom of action. Thus, for example, the idea of a single pan-European licenses. "We have to fight the rampant belief that the use of creativity for free, without rights is trendy. But this is not about defending artists sitting on top of the gold, is a fight for the future of creativity. " Jarre recalled his recent visit to China, where he opened the office of CISAC. "Is not it strange that the Chinese, who have the copyright for years approach at least disrespectful, now beginning to cooperate with us and want to protect creators? And in Brussels creators are again overlooked, politicians listen to the extremist minority who tells them that copyright law is a restriction of freedom of expression. And there is yet the opposite: intellectual property is a key element of our democracy, part of fundamental human rights. " Referring to the recently announced and ongoing until March 5 public consultation on the reform of copyright law, Jarre said he was shocked to see that in a questionnaire prepared by the EU matter of equitable remuneration accounted for only 78 question of 80 Prof. Schneider added that although the EU public consultation is a great idea, poorly was chosen moment of their execution (before the elections), and that its fulfillment hampered by the fact that the complicated questions are worded in English only.

I assume Jarre knows aproximately what a smartphone costs and therefore 400 dollars is way out of line, and he surely knows it too. It would double the price of smartphones and that goes directly against what JMJ also said; consumer should not pay or suffer from this levy. Because he said that very clearly, I deduct that he does not mean 3-400 dollars.

If it isnt a direct misquote, it must be a point of principle that was misunderstood.
Elf wrote:Jarre is currently being ridiculed for this statement in several online newspapers and blogs.
Some of those blog posts and articles twist Jarre's words around (for example by not reprinting the full quote), and many of the comments clearly show that many did not read the article, or did not understand the essence of what JMJ says. I think The Register was a good example of that.

Much of Jarre's point is; what he asks for is already in place in many sectors. For radio, for tv, for movies, for commercials, for blank storage media and multimedia hardware in in many countries, consumers already pay a "tax" that is redistributed to collection agencies and thus artists. Hogne, you will remember that in Norway we had Kassettsavgiftsfondet that collected something like 5 kr or some such little sum from each videotape and cassette tape sold. Many well known artists got their albums financed or at least co-funded with money from that fund. Motopsycho was given around 20.000 euros for one album and a couple of EPs, AFAIR. Many countries had similar systems, and still do today. Jarre wants a similar levy or tax on all kinds of multimedia hardware, internet broadband and web services, taken from the profits of these corporations. Google made a profit of almost 13 billion dollars in 2013. That's not their income, that's their PROFIT for one year.

We get that point. It's a proven system that already exists in some areas. JMJ just wants to expand it, as Youtube is part of the radio and tv sector now, sort of.

What the idiots in the comment fields does not get, or the tech and music journalists do not write, is that Jarre sees this in relation to letting all music loose on the net; he did say that all music will be free on the net, and the battle of selling music like industry did before, is lost. This isnt my interpretation, it's what Jarre said very clearly, either in his 35 minute live speech or in one of the long interviews. This is where Jarre's argument starts to make sense. It's not about finding one more source of income, it's about letting go of your main source and finding a new one. If the idiots bothered to read what Jarre actually said, they would see that he is trying to get them free music in exchange for an "invisible" compensation. Of course they will ridicule Jarre if they think he will tax them even after buying an album, but that is not the case.

Another point, which doesnt change the principle he advocates, is that he is talking about all kinds of creators, not just musicians.

The strange fact is that Jarre is into the Taiwan Stand with Fiona and Louis Hallonet (Jarre's PA) and a Chinese representative. Not exactly on the work of the CISAC , maybe a musical thing.
